Preliminary Assessment Notice (PAN) Served Excluded the Right to Protest

This controversy can be best used as an argument in filing a protest against PAN or FLD. This argues that the PAN issued to the taxpayer did not follow due process as it excluded the right of the taxpayer to present his/her side by submitting a protest letter and supporting documents, and only demanded the payment of the deficiency taxes.
